About the character: Rouge the Bat is an agent working for the Guardian Units of Nations (G.U.N.) with a fondness for jewels that borders on compulsory to most onlookers. In truth: she aspires for the ideal of the perfect jewel. This motivation pushes her in most of her life, as sometimes a "jewel" isn't a stone but rather a scene, an outcome. As an agent, Rouge is well-versed in an assortment of skills, and maybe somewhat surprisingly so at her age.
But like anyone, Rouge is more than her job and her hobby. Underneath that, Rouge is committed. That might be the best way to put it, too: driven in her goals, loyal to her partners, dependable when needed. Rouge is even the one responsible for her partnership with Shadow (a test-tube lifeform capable of manipulating space through chaos energy thanks to his alien genetics) and Omega (a robot designed to guard a lab containing Shadow and countless clones, but who is now hell-bent on destroying everything his creator's ever built and maybe even the man himself).
With Shadow, Rouge helps keep him on-course, both socially and in terms of his self-identity. What started as mutual benefit and respect, after time, turned into something much deeper and genuine. She's a rock, endlessly loyal, and uses her charm and seriousness alike to pull him out of his own head and make an effort to connect him to the present rather than being lost in his past. Doesn't hurt that she owes her life to him, either, though whether or not he holds her to it is another matter—it's been a few times, now, so it's becoming a habit. While she tries to play it cool, she does care a great deal about her friend. When it was suggested the entire world might turn against Shadow, Rouge firmly (if a bit vulnerably, really) put it forth that she would stay by his side even then. While the events leading to that confession were erased in a timeline reset, she repeated that same sentiment later, even if she chided herself on sounding like one of the more emotional and prone-to-love people they both knew (again, a bit of sap that felt maybe a bit vulnerable). Also on a more meta level, the "route" associated with her in 2005's Shadow the Hedgehog (which is a mess of paths that total like, over 300 if you include stage shifts because this is a 6-point morality ending game that was too big for its britches) uh, had a rather damning title of "Power of Love" which Could Be A Fun Tool if Sega ever brought in that kind of thing with their characters—Rouge served as his first and last chance to course correct from villainy to heroism as he struggled to discover himself following a bout of amnesia. She respects Shadow as they've grown together as friends, partners, and occasionally butt heads. They support each other, working seamlessly together, even if she plays the ditz and good-naturedly annoys him from time to time.
With Omega, Rouge is one of the few people who can talk him out of one of his "must destroy" modes. "Best defense is a good offense" type machine or not, Rouge cares about his well-being and that includes being persistent in her attempts to dissuade him from attacking. Especially when a mission requires stealth over direct confrontation (at which point she may actually lose her temper some, depending on the overall danger level, before smoothing it back in place). She can be a handler and a friend both, though, and it's certainly left enough of an impression for him to stick around. She is one of the reasons he found a goal to chase after. But she wants more for him than just destruction, to the point his laser focus on revenge and destruction alike can be somewhat annoying for her. Still, it doesn't preclude him from being the target of her teasing, not that he much seems to mind it past the surface. He probably wouldn't let her use him as a perch, otherwise.
They're teammates. They're friends, more than that, and they respect each other and each others' abilities. They fill in each for the others' weaknesses, support their strengths, and will have each others' backs until the end of time.
Abilities: As a bat, Rouge is capable of flight and has excellent hearing. She has a knack for finding what she wants, be it gems or information. Got a computer? She can find the information needed to get into it and scour it for what she needs. Playing the fool to infiltrate and data-collect? Yep, she excels. She's also, due to that same background, an effective actress when she needs to be, usually when she needs to gather information from unsuspecting targets. She's no slouch at combat, either, with plenty of leg strength to go with it. That's not a joke, either: Rouge can drill straight down into the earth with her toes and kick apart steel boxes.

Rouge's weight rocks from one heel to the other as she folds her arms, letting the motion carry through to her hips, all before deciding to whip around, face away from the speaker, and face the screen displayed across from her.
"You know, commander," and the word isn't even half-serious, a little flirtatious but not quite, expressly for riling the echidna further just for the fun of it, "I'm not so sure about that." Tipping her head, Rouge glances sideways at him. "That might be what your 'soldiers' found, but don't you think it's a little too easy?" The bat practically saunters over to the projector in the make-shift base, wings fanning out to lift her up. Her shadow blocks some of the image, instead making it scatter over her own form, and she sweeps an arm out. "This just looks like a trap." She doesn't smirk, but there's some smugness to her tone, "I hope you haven't sent anyone out to it yet."
She barely waits for a response, dropping neatly back to the ground.
"If you can find the jewels to pay me, I'll be happy to handle this one." But with everything going on, between the Doctor and this new threat, Rouge would tackle this one without payment. Too many losses, too many people missing, and both Omega and Shadow have been radio silent for entirely too long for her liking—and she absolutely does not trust the "Shadow" people have reported helping Eggman's newest ally. That could be one of the Doctor's androids he was working on, back when Neo Metal was the threat du jour. No, some things, she reasons, are worth more.
